Understanding UK Electric Bike Law

Before purchasing an electric bike, it is important to understand how UK law classifies them and what that means for how and where you can ride. This page explains everything you need to know in plain English.


Road-Legal E-Bikes — The EAPC Standard

In the UK, a road-legal electric bike is classified as an Electrically Assisted Pedal Cycle (EAPC) under the Electrically Assisted Pedal Cycles Regulations 1983. An EAPC can be ridden on public roads and cycle paths without a licence, registration, insurance, or road tax.

To meet the EAPC standard, a bike must satisfy all of the following criteria:

  • Must have functional pedals capable of propelling the bike
  • Motor power must not exceed 250 watts continuous rated output
  • Motor assistance must only activate when the rider is pedalling
  • Assistance must cut off automatically at 25 km/h (15.5 mph)
  • If fitted with a throttle, it must not exceed walking speed (6 km/h) without pedalling
  • The motor wattage and manufacturer name must be clearly marked on the bike

Your Rights as an EAPC Rider

If your e-bike meets all EAPC criteria, the following applies:

  • You can ride on public roads and designated cycle paths
  • No driving licence, road tax, MOT, or registration is required
  • The minimum riding age is 14 years old
  • Helmet use is not a legal requirement, though ZipCarts strongly recommends it

Riding any e-bike on a public pavement is an offence under UK law regardless of the motor power output.


Private Land Use Models

Certain products in the ZipCarts range are designed for private land use only. These models exceed EAPC legal limits — typically through higher motor output or speeds above 25 km/h — and are therefore classified as motor vehicles under UK law.

These products must not be ridden on any public road, pavement, or cycle path. They may only be used on private land with the express permission of the landowner. All such products are clearly labelled "Private Land Use Only" in their listings.

E-Scooters

Privately owned e-scooters remain illegal on all public roads, pavements, and cycle paths in the UK. They may only be used on private land with the landowner's permission. Government-run rental trials operate under separate rules and do not apply to privately purchased e-scooters.

Common Questions

Do I need insurance?

Insurance is not a legal requirement for road-legal EAPCs, however personal liability cover is worth considering.

Can I modify my e-bike?

Any modification that takes a bike outside EAPC limits renders it illegal for road use and will void your ZipCarts warranty. We strongly advise against any alterations to the motor, battery, or speed limiter.
