Electric Vehicle Usage in the United Kingdom

ZipCarts is committed to helping every customer ride legally, safely, and confidently. Before using any electric vehicle purchased from us, please take a moment to familiarise yourself with the current UK legal framework governing electric bikes and related vehicles.

The guidance below is intended to provide a helpful overview of the rules that apply to electric vehicles in the United Kingdom.


Electrically Assisted Pedal Cycles (EAPC)

Under UK law, an electric bike is classified as an Electrically Assisted Pedal Cycle (EAPC) when it meets specific technical criteria. Vehicles that satisfy these requirements are treated in the same way as conventional bicycles for most legal purposes.

For an electric bike to qualify as an EAPC it must:

  • Be fitted with functional pedals capable of propelling the vehicle
  • Have a motor with a continuous rated output not exceeding 250 watts
  • Cease to provide motor assistance once the rider reaches 15.5 mph (25 km/h)

Electric bikes that meet these requirements do not require vehicle registration, road tax, a driving licence, or compulsory insurance to ride on public roads.


Who Can Ride an EAPC?

  • Riders must be at least 14 years of age
  • No driving licence is required
  • No vehicle tax or registration is needed
  • No compulsory insurance is required — though personal cover is recommended

EAPC-compliant e-bikes can generally be ridden wherever conventional bicycles are permitted.


Where Can E-Bikes Be Ridden?

Compliant EAPC electric bikes are permitted on:

  • Public roads and highways
  • Designated cycle lanes and shared cycling paths
  • Cycle-friendly public routes where bicycles are allowed

Riding on pavements or pedestrian-only zones is not permitted unless local signage explicitly allows it. Riders are expected to comply with all applicable road traffic laws and to be considerate of other road users and pedestrians at all times.


Vehicle Identification & Compliance Markings

EAPC-compliant electric bikes must display appropriate manufacturer markings confirming motor wattage output. These markings serve as evidence of compliance with UK EAPC regulations and should not be removed or altered.


Higher-Powered & Non-EAPC Electric Bikes

Electric bikes that exceed EAPC limits — for example those with motors above 250W or capable of motor-assisted speeds beyond 15.5 mph — are classified differently under UK law. These vehicles may be subject to:

  • Type approval requirements
  • Registration, road tax and insurance obligations
  • Minimum age and licensing requirements

Any vehicle in the ZipCarts range that exceeds EAPC limits is sold strictly for use on private land only. It is the buyer's sole responsibility to ensure the vehicle is used in accordance with all applicable UK legislation.


Electric Scooters — Private Ownership

Privately owned electric scooters are subject to significant restrictions under current UK law. They are not permitted for use on:

  • Public roads
  • Cycle lanes or shared paths
  • Pavements or public pedestrian areas

Private e-scooters may only be ridden on private land with the explicit permission of the landowner.


Government-Approved Rental E-Scooter Trials

In certain UK areas, government-authorised rental e-scooter schemes are in operation. Participants in these schemes are typically required to:

  • Be aged 16 or over
  • Hold a valid provisional or full driving licence
  • Operate the scooter only within designated trial zones

Insurance cover during authorised rental use is generally provided by the scheme operator.


Helmets & Rider Safety

Wearing a helmet is not a legal requirement for EAPC riders in the UK, however ZipCarts strongly recommends the use of appropriate protective equipment at all times. We encourage all riders to:

  • Wear a correctly fitted helmet
  • Use lights when riding in low visibility conditions
  • Remain alert to surrounding traffic and pedestrians
  • Observe all speed limits and road markings

Consequences of Riding Illegally

Using a non-compliant electric vehicle on public roads, or operating a private e-scooter in a prohibited area, may result in:

  • Fixed penalty notices
  • Licence penalty points
  • Financial fines
  • Vehicle seizure in serious cases

Compliance with the law protects you, other road users, and the wider public.
